I suspect they would have hated the game a lot less otherwise. It is rather curious that Underdogs did not know that a map existed when he wrote his review. This system looks like a form of copy protection, but the map has no photocopying countermeasures, making it unsophisticated for a 1995 game. The city is huge and there are no target markers in the game, just a compass and a current coordinates indicator mission briefings and in-game communications use landmark and suburb names to refer to target locations, which can then be looked up on the map to find their grid reference. The thing is, the game originally came with a map of the city in which the entire game takes place if you don't have the map, it's practically impossible to play.
